They’re trying to normalize relationship between the two with the whole open Balkans, push for EU integration etc. Having 40k fans can’t ubi ubi sipatri the whole match and burning flags, etc, would put a big setback in those relations. Vucic is also treading on thin ice with the protests in Serbia so he can’t risk anything.
