Honestly all positions are more about instinct than IQ. Great players see the game slower than worse ones. They have a a better feel/instincts for the game. Experience helps to further improve the decision making. It's not really about intelligence imo. A lot of great players are brain dead in real life.
I always thought that Albanian players lacked technique, especially compared to Yugoslav neighbors. We are more comparable to Greeks but they have great coaching/training which compensate for their lack of technique.

Strikers are harder to find, because you need much more natural talent. Low center of gravity. Great balance. Feel for the ball. A lot of this stuff is hard/impossible to train. It's like a musical ear. You can train your ear, but there's only so far you can go without natural talent. Nothing to do with IQ.
You can leave some players for 10 years and they'll learn jack shit.

Except they're not. You can only get so much better in technique with hard work. To have world class technique you need hard work and amazing natural talent. You take a look at Argentina. Are these dudes some amazing High IQs? No. They just have a much larger pool of candidates to choose from, since they're not super tall as a population (low center of gravity) and everyone grows dribbling and juggling. In fact, I'd say Italy has historically played the most high IQ football, because it's very tactical and knowledge based. Save for 2-3 strikers like Totti, Del Piero and Baggio, they haven't had any amazing well rounded strikers in decades. Tactical football takes the most IQ, rather than individual brilliance.

Contrary to what you’re saying, being a top player is not all about technique. Average second division players can control the ball too. Technique is obviously needed to a certain degree but what really separates the cream of the crop from the rest is a mixture of footballing IQ, height, and pace.

IMO, Shaqiri has stopped caring about football from the time he moved from Bayern.
