Labour costs are hardly the biggest dent in the budget. You need construction material, designing, plans, machinery, supervision. All coming from outside. Stadiums can go as high as $1.6 billion (metlife). In Europe building the "average" stadium is about 100-150 million euros. Renovations for 12 is not bad.
Don't forget that this budget includes reimbursing all the people whose houses they're destroying.

It's a half assed project(but what isn't in Albania?) so it's better than nothing. Definitely an upgrade over Elbasan.

That project looks cool to me. They are going to wipe out buildings and homes to create the square in front of the stadium. The separate standings could be used for guest fans so there would be space between them and local fans. Also this project is good for the sound resonance as it will be more acustic than Qemal Stafa or Elbasan Arena.
12 million € isn't that much for 18k of seats, new field grass, new running track, reconstruction of the tribuna plus building the new frontal tribuna with the small lateral ones, the compensation of 50 homes around the stadium , the % the construction company has to gain + the salaries .

Looking at it pragmatically, if this stadium is finished before the Serbia match, then it's a success. We'll then have two stadiums with UEFA standards, and a bigger stadium to face them.

I guess the project looks okay but it looks a bit like Qemal Stafa to me. Still glad that they went through with the project and it's a good investment for the city. Hopefully, Vllaznia Shkoder makes good use of it and invests in their squad in the next years.
