I agree there will be higher chances for teams starting from the CL quailifiers, but for the rest it will be the same.

Europa league will now have 32 teams down from 48 while this new league will have 32. So essentially 16 more teams will qualify for some competition. I can see a team like Shkendija qualifying for this as teams who got eliminated in the playoff round of Europa league get automatic qualification. This new competition was basically to trim down Europa League and make Europa League more attractable. This will be the "Rest of Europe" competition.

I wonder how the prize money will look for this competition.

It's not horrible idea but it is probably one of shittiest fake news ever. It's impossible for many reasons but i will mention some of them.

1) Serbian teams would accept to play in regional league with kosovar club only if Prishtina registers in Serbian Federation and is represented as serbian club.
2) Timing is extremely questionable,as idea has been discussed many times by ex-Yugoslavia legendary players but i believe "inventor" of this fake news was inspired by Florentino Perez interview at Chiringuito. Perez mentioned Benelux and Balkan league during that interview.
3) Gazeta Olle can be credible source about Kosovo junior championship but anything beyond that is questionable.
Yea, it just won't work. I can imagine the scenes if FC Prishtina plays Olympikaos in Athens and the entire arena chanting something about Kosovo or Albanians lol.

Now that I think about it I do think it'll be nice to have a little Balkan/Mediterranean competition to supplement European competitions (as most clubs won't even qualify for CL/EL) but I guess with the third European comeptiton UEFA is creating would kill this idea even if all these countries can behave.

It's obvious La Liga can't compete with Premier League so it's do it or die for Barca or Real otherwise in few years they will be bullied financially even by average clubs of Premier League. As Milan supporter i'm appalled by Ac Milan,Real, Juventus, Barca, Inter hypocrisy especially from their fans. They complain about sheikhs money but those clubs did everything to destroy their leagues and now complain they can't compete.
You're making it sound like there's no Premier League clubs who need money. This is more of an anti-sheikh move.
