Why doesn't Duka just hire him already. Has European experience. Plays modern football. And he's not going to be that expensive.

The new format fucks over small teams for the CL and EL but makes it super easy for the league winners to qualify for the Conference league. League winners just need to win their first qualifying match and they’re garuanteed a playoff round in the conference league, even if they lose the europa qualifying round. In addition, due to the coefficient they would have placed with a fairly easier opponent since they go through the league winners path.
If Tirana would have beat the Luxembourg team the first round they would have been in the playoff round even if they get trampled by some mediocre European side in the Europa qualifying round.
Its amazing how amateurish Albanian sides have become. Back to back years getting absolulate smacked by Luxembourg, Andorran and Bosnian sides. Not even putting up a fight.

Disgraceful for sure but not surprising at all for anyone who has paid attention to Duka's reign. He has absolutely killed domestic football but for some who wax poetic about Skernderbeu's run it's not his fault apparently.

Duka is an easy scapegoat. The problem is much deeper which involves government and the leaders of the clubs too.
Imagine Manchester City losing in the Champions League and people blaming the England FA president... It doesn't happen because in the normal world the FA has absolutely nothing to do with clubs.
The first problem is that Albanian clubs should be private not government owned. Tax money going to the funding of clubs is ridiculous, especially small and poor towns that can barely meet basic needs. Even Tirana which is the biggest cannot afford to fund FK Tirana with tax money and if they do it's unfair to Partizani and Dinamo too which are Tirana based. It's a backwards system that makes no sense. I think Shkupi is a good example of a private club. Not 100% sure though.
The #2 problem is that even if they are government owned, the least they should do is prioritize youth and academies which they don't. Instead they spend the little money they have on players like Devid de Santana Silva who are not even better than local players. Since it's a broke league the emphasis should be make exporting players since it's the only possible way of making money. Make it as youth league oriented as possible like Slovenia and Croatia
Read this by Sulejman Mema. He works for FSHF and trying to give these clubs advice. Nothing more an FA can do.

Shkupi (~51%) is slightly favoured to qualify over Ballkani (~49%), according to Parimatch..
Let’s hope for a competitive matchup between the two sides.

Peshklu qelbet nga koka. You can't compare the English FA with FSHF which is way more powerful vis-a-vis the domestic clubs. There is plenty that an FA ca do to help develop domestic football from the training of coaches to the youth development. All one has to do is look at Icelandic FA and what they did for their domestic game to see what FSHF can potentially do.

Mema works for FSHF, the piece is just designed to take the blame away from FA.
