After watching the video there's no doubt in my mind he's Albanian. I'm guessing his parents are from Tetova

I think he is from Peshkopi area or dibran bacause they have more blonde characters and the muslim % is higher (also have higher and earlier migration to States than the rest) . Wouldn't rule out him being from Malesi e Madhe/Dukagjin/Tropoje area because of his curly hair

Really what happened to Owner ? Although he can be Lezhjan. Don't think anyone cares about him at all, the religious people see him as a person who is stepping with his feet his own origins and his own family's customs while the rest might only be curios of his backgrounds. Noone recognizes him because he grew up outside the albanian community and his family/parents/cousins are probably ashamed of him. With his actions he is creating more personal enemies than the Pope himself has.
